Three years had elapsed since the last Stones album, three years during
which Mick Jagger had been preoccupied with his solo career, which was
marked by the release of two albums—She’s the Boss in 1985 and Primitive
Cool in 1987—and his tour to Japan and the South Pacific in 1988. During
this time he seems to have given little thought to the Rolling Stones and
Keith Richards, with whom he had fallen out after signing the CBS contract
in August 1983, and even more seriously after refusing to go on tour to
promote Dirty Work.

On March 2, 1987, Mick declared in the columns of
the Daily Mirror: “I love Keith, I admire him, but I don’t feel we can really
work together anymore.”125 By way of response, Keith released an album
the following year titled Talk Is Cheap. This was closer to the traditional
Stones repertoire than Jagger’s two solo offerings, which were designed to
win over a new—younger and more pop-oriented—audience.

During the course of autumn 1988, however, just as their fans were
beginning to contemplate a future without the Rolling Stones, Mick Jagger
—most likely because of the lukewarm reaction to Primitive Cool—did a
U-turn and got in touch with his former bandmates. Initially surprised,
Keith Richards was also wary, especially as he was playing more and more
with the X-Pensive Winos (including a US tour from November 24 to
December 17, 1988).
